Preliminary Investigation Committee(s)

Preliminary Investigation Committee(s) (“PICs”) is set up under section 5AC of the Dentists Registration Ordinance. According to section 5S of the Ordinance, a PIC may perform the following functions –

  1. to—
    1. make preliminary investigations into complaints or information concerning any matter that may be inquired into by the Dental Council or any matter that the Health Committee may conduct a hearing on; and
    2. give advice on the matter to any registrant concerned;
  2. to refer a matter to the Dental Council for an inquiry mentioned in section 18 of the Ordinance;
  3. to refer a matter to the Health Committee for conducting a hearing; and
  4. to refer a matter to the Education and Accreditation Committee to be dealt with in accordance with section 12F of the Ordinance.

Composition

According to section 5R of the Dentists Registration Ordinance, a PIC shall consist of the following members appointed by the Dental Council –

  1. 1 member of the Dental Council who is a registered dentist (also serves as the chairperson);
  2. 2 registered dentists, who are not members of the Dental Council, nominated by the Chairperson of the Dental Council (one of them shall serve as deputy chairperson); and
  3. 2 members of the Dental Council who are lay persons.
